"School advisory council" policy adopted


October 1985

Task Force on School-Based Management created

May 1986

Task force recommends pilot


July 1989

Eight pilot schools approved for "school-based decision making"

August 1989

District hires half-time liaison to support pilot schools


January 1994

Shared Decisions Saint Paul (SDSP) created

1997

Twenty schools operate with decision-making site councils


Spring 1997

Site council liaison position cut, then reinstated.

July 1997

State grants some budgeting authority to site councils


April 1998

Site council liaison position becomes full-time

Spring 1998

Formal agreement created between Board of Education and site councils


Summer 1998

Alignment for Learning created, partly to enhance site based improvement

August 1998

Thirty-four schools operate with decision-making site councils


Spring 1999

Board of Education declares all schools will have site councils by fall 2000

Spring 1999

SDSP proposes amendments to clarify what authority site councils have


June 1999

Thirty-seven schools operate with decision-making site councils

July 1999

Office of Site Based Improvement created




June 2000

All 70 sites have site councils


Saint Paul is one of many school districts around the country working to implement Site Based Improvement.  Similar efforts are sometime called school-based management, site-based management and shared decision-making.
