An individual with strength in this cluster maintains a clear focus on the goals of the organization and the resources available to achieve those goals. He shows the ability to think outside the box. He seeks out and often discovers resources in unexpected places and uses them in unusual ways. He understands the need to break larger goals down into smaller tasks in order to best allocate time for completion. He matches individual skills with the requirements of various activities. He creates his plans with the full knowledge that even though one specific goal may have the highest priority, the accomplishment of other less visible goals may ease the way toward achieving larger goals by laying essential groundwork. He understands that circumstances will likely change and plans accordingly for such contingencies.
